National Pipeline AgreementParticipies: Laborers` International Union and Pipeline Contractors Association.Scope: Applies to all main pipeline and underground cable transportation work in the United States The Agreement covers the construction, installation, dual connection, remodeling, processing, insulation, reprocessing, testing, extraction, routing or relocation of transboundary pipelines or segments thereof that contain coal, gas, petroleum, water or transport other transportable materials, vapours or liquids, including parts of such piping within the boundaries of private property, to the first measuring station or connection. Effective Date: June 5, 2017 – 31. May 2020.Parties to the National Distribution Agreement: Laborers` International Union and Distribution Contractors of America.Scope: Applies to all construction of distribution and utility pipelines, including other underground distribution facilities for public or private services (excluding sewer and water lines) in the United States. Review of distribution pipelines carrying coal, gas, oil or other similar materials, vapours or liquids (except sewer and water lines), as well as pipes, telephone lines and power lines. (Addendum B can be found on LIUNA`s private website) Date of entry into force: 1 June 2017 – 31 May 2022National parts of service contracts: International Union of Workers and Service Companies signatories. Scope: Applied from one site to another. The service industry covers a wide range of service functions performed by contractors for the federal government. It excludes the construction, manufacture or supply of goods. The Employment Contract Act provides for the determination of the rates of pay and social benefits applicable on the spot. In 1972, LIUNA successfully amended the FCC so that collectively agreed rates of pay and benefits were also recognized on a contractual basis.

Effective Date: Three to five years – 90% of treaties coming into force October 1, coinciding with the federal government`s fiscal year. Parties to the national construction contract (brown book): International Union of Workers and Individual Employers. Scope: All types of on-site construction, demolition, plant construction near or near construction sites and other construction work. It covers joint venture construction projects in which the employer is a limited partner or managing partner. The Employer agrees that residents who are hired in accordance with the recruitment process, with the exception of key personnel of the Employer, must perform all work under this Agreement. Scope: The purpose of this agreement is to promote the efficiency of construction operations and to ensure the peaceful resolution of labour disputes without strikes or lockouts, thereby promoting the public interest in ensuring the timely and economical completion of the work. The Parties also intend to establish standard working conditions for the efficient execution of construction work, establish and maintain harmonious relationships and ensure optimal productivity. The objective of this agreement is to promote the efficiency of the project`s operations. The union has developed training programs on environmental remediation and hazardous waste that meet or exceed all federal regulatory requirements. This agreement is mainly used for asbestos remediation, mold removal and hazardous waste removal. The union`s current policy is to reject requests to extend the agreement to an area where there is a local collective agreement established to reduce hazardous waste. Effective Date: Applied on a project basis. General maintenance contract of the presidents` maintenance project: Subsidiaries of the construction department and associated maintenance companies. Scope: Continuous maintenance, repair, renovation and replacement work in factories, industrial facilities, utilities and other facilities for an initial period of at least one year.
